For well over six years, I have maintained a strict legal and personal boundary. I explicitly issued a formal cease-and-desist notice demanding that Ruth Davey (Ruth Davey Watts) stop contacting me, stop referring to me on social media, and stop interacting with my posts. Yet, despite being blocked andrepeatedly told “NO,” this targeted course of conduct continued straight into September 2025 and January 2026, using new profiles to deliberately bypass blocks, monitor my life, and force interaction.

What makes this situation truly insidious is the alarming ease with which official public bodies—organisations legally bound to protect privacy—were manipulated into breaking the law, actively facilitating the behavior of a total stranger.

This is the documented reality of my timeline, the evidence I hold, and the institutional failures that allowed a severe breach of the Data Protection Act (DPA) to occur.

1. The Reality of the Situation: A Complete Stranger Interfering in My Private Life

To be absolutely clear: Ruth Davey is a total stranger. We have never met in real life.

She is an ex-nursing professional from Stornoway in the Hebrides who has no legitimate connection to me, my personal life, or my anffairs. Instead, she has been fed a web ofmisinformation, gossip, and malicious lies by a specific group of people behind locked profiles. She has willingly taken these unverified rumours, stuck her nose into business where it iscompletely unwanted, and meddled in my private life in a completely unacceptable manner.

Despite having no personal relationship with me, she has established herself as one of the primary drivers of this campaign. She has actively written letters and emails to Members of the Scottish Parliament (MSPs) and the police, making false allegations, lying, and weaponising official channels to interfere in my life.

2. A Pattern of Severe Obsession and Mistaken Identity

The sheer absurdity and recklessness of her obsession are captured perfectly in a classic case of mistaken identity from years ago. Ruth Davey actually tracked down and activelyharassed a completely innocent woman, aggressively claiming the woman was me.

Out of the massive archive of evidence I hold, I have 68 individual screenshots dedicated entirely to this single blunder.

Her justification for targeting this stranger? Apparently, we happened to wear the same style of black glasses.

Astonishingly, this dangerous pattern of behavior wasn’t a one-off error. The exact same behavior repeated itself through 2024, with further incidents of mistaken identity being used to fuelonline tracking and false assumptions. When an individual cannot even accurately identify the person they are targeting, yet continues to launch public allegations, it proves that the campaign is driven entirely by malice rather than fact.

3. A Complete Refusal to Understand Boundaries: None of Her Business

Ruth Davey fundamentally cannot understand the concept of boundaries, nor can she comprehend the word “NO.” Let it be stated with absolute finality: No means No. Stop means Stop.

My private life is not her life, and it is absolutely none of her business.

• Private Communications: Who I choose to write emails to is none of her business.
• Legal Rights: Any Subject Access Request (SAR) I choose to submit is none of her business.
• Movement Tracking: It is not her business to track my physical movements, nor is it her business to broadcast on social media where I am and what I am doing.
• Charity Allegations: The malicious claims spread by this group alleging an “abuse of charity” are blatant, outright lies.

4. Weaponising DARVO: Inverting the Victim Narrative

When a perpetrator is caught crossing a boundary and immediately tries to flip the script, it follows a well-known psychological and manipulative pattern: DARVO (Deny, Attack, and Reverse Victim and Offender). Ruth Davey’s actions are a textbook definition of this tactic.

After being explicitly told to stop meddling in my life, sheactually took a quote I posted regarding DARVO and weaponised it against me, using it to frame further lies.

She wrote a highly public post packed with fabrications designed specifically to demean me, incite hatred, and manipulate the public into turning against me. When I reposted her public statement to expose what she was doing—and pointed out the clear fact that she had been told for over two years to stop this behavior—she immediately turned around and reported me for “bullying.”

This is the ultimate inversion of reality. She creates content designed to incite public hatred against me, yet claims she is the victim when her boundary-crossing is called out.

5. The Ignored Cease-and-Desist and the Inversion of Harassment

When the initial boundary-pushing began, I sent a formal cease-and-desist letter. While it was based on a standard template, it stated explicitly and unequivocally that all contact, mentions, and interactions must stop immediately. Any reasonable, intelligent individual would have understood this as a definitive legal notice to stay away.

Instead, Ruth Davey chose to be pedantic. She ignored the notice, blocked me, and immediately flipped the narrative to gaslight me. She began weaponising the system by claiming mylegal cease-and-desist notice was “abuse and harassment.”She then went on a campaign of posting numerous public “leave me alone” updates, deliberately engineering a false victim narrative so that others would blame me. All of her public claims of “please stop” occurred after she ignored my formal request to stop targeting me.

6. Fabricated Crises and Deflecting Reality

The gaslighting and manipulation have recently escalated to extreme levels of false accusation. Ruth Davey has gone so far as to publicly and falsely blame me for her husband’s heart attack.

I must stress with absolute clarity: I have never met any of her family, I have never mentioned her father, nor have I ever referred to them in any way. Fabricating catastrophic personal crises and attributing them to me is a malicious attempt to deflect accountability for her own targeted behaviour, manipulate public sympathy, and manufacture a completely false narrative out of thin air.

Furthermore, this group has repeatedly attempted to force a narrative involving regulatory intervention. The Royal Photographic Society (RPS) is not investigating me. Ruth Davey and the wider group have been told this explicitly many times. However, she simply refuses to accept their official decisions. Instead, she has continually tried to force an event that is never going to happen, going so far as to continue harassing the body itself well into 2023 to push her agenda—actions for which I hold clear evidential posts.

7. Digital Tracking and the Fabrication of Stalking Allegations

The digital interference quickly escalated into physical tracking. On one specific occasion, I visited Ullapool for entirely personal business. I purposefully did not advertise or post about this trip online.

Yet, despite living across the water in Stornoway, Ruth Davey was actively monitoring my whereabouts. Within half an hour of my arrival, she announced my presence in Ullapool on social media.

This digital tracking incident marked the beginning of a highly damaging campaign. It was used to fabricate a false narrative of stalking against me—a narrative that they later evolved into a completely fabricated allegation.

8. The Legality of ‘Blagging’: How the ICO and Highland Council Broke the DPA

The most disturbing aspect of this situation is how this stranger managed to weaponise official regulatory and government systems. When I submitted a Subject Access Request (SAR)to Ullapool Sea Savers, I engaged in a strictly private legal process. Ruth Davey had no connection to them or to me, yet she had the audacity to interfere.

• The Interference: She contacted the Information Commissioner’s Office (ICO), providing them with malicious, unverified information about me to disrupt my private SAR.
• The ICO’s Breach: In response, the ICO committed a severe data protection breach by handing over my private information to an unauthorized third party.
• The Highland Council Breach: The exact same deceptive tactic was used against the Highland Council. The council broke the Data Protection Act by giving this complete stranger my personal information—including my physical location—and actively discussing the contents of a strictly confidential email I had sent.

Under Section 170 of the Data Protection Act 2018, obtaining or procuring personal data by deception or without the consent of the data controller is a criminal offence. This is legally knownas “blagging.” By succumbing to these deceptive means, both the ICO and the Highland Council failed their statutory duties and compromised my personal safety.

9. A Coordinated Campaign Driven by Cruelty: Over 1,000 Pieces of Evidence

This is not a case of a simple online misunderstanding. This is a massive, documented course of conduct designed to overwhelm, sustained even during periods of extreme medical vulnerability.

• Targeting Medical History: Ruth Davey is fully aware that I have battled womb cancer and underwent a radical hysterectomy. Yet, the digital campaign against me persisted regardless.
• Anonymous Networks: Alongside her direct actions, a coordinated campaign involving over 100 anonymous profiles was established by the same group—including individuals linked to Margaret Meek and Ullapool Sea Savers—to weaponise public reporting systems and fabricate fake charges.
• The Evidence: I am not making empty assertions. I have compiled up to 1,000 evidential posts originating directly from her actions, proving this relentless course of conduct

10. The Breakdown of Police Scotland’s Harassment Procedures

Under the Criminal Justice and Licensing (Scotland) Act 2010, stalking is clearly defined as a course of conduct that causes a a person fear, alarm, and distress. Farming a target’sfollowers, tracking their movements, creating new profiles to bypass blocks, and leaving deliberate markers completely meets this criminal threshold.

Yet, Police Scotland entirely failed to uphold standard procedures:

• Zero Credibility Checks: The police failed to investigate the credibility or origin of the massive network of anonymous profiles targeting me, relying entirely on unverified hearsay.
• Silencing the Victim: In a shocking breach of basicinvestigative protocol, Police Scotland entirely failed to interview me since 2017 to get my side of the story. My extensive paper trail of digital evidence was completely ignored.

Timeline Overview: Data Breaches & Harassment Incidents

Below is the chronological sequence of events demonstrating the long-term pattern of uninvited contact and institutional data failures:

• Over 6 Years Ago: Formal cease-and-desist letter dispatched to Ruth Davey. The notice is ignored, flipped as “harassment,” and followed by a public smear campaign utilizing gaslightingand “leave me alone” posts to shift blame. No means no, and stop means stop.
• 2020/Date of First Mistaken Identity: Ruth Davey targets and harasses a completely innocent woman under the false assumption that it is the author, relying solely on the factthat both individuals wear black glasses. The incident generates 68 distinct screenshots of evidence.
• 15 April 2022: Documented evidence of a total refusal to respect basic human boundaries. Continued interference in private affairs, including email communications, SAR requests, and personal movement tracking.
• 2022: Unannounced personal trip to Ullapool.Within 30 minutes, Ruth Davey (based in Stornoway) publicly posts my arrival on social media, initiating the fabrication of stalking allegations.
• 2022: Subject Access Request (SAR) submitted to Ullapool Sea Savers. Private data unlawfully disclosed by the ICO to a third-party stranger following malicious interference.
• 2022: Highland Council data breach, resulting in the unauthorized disclosure of my physical location and confidential email correspondence.
• 2023: Continuous harassment directed at the RPS by Ruth Davey in an attempt to force a non-existent investigation, completely ignoring their repeated official decisions.
• 2024: Coordinated false reports from a network of over 100 anonymous accounts targeting me during cancer treatment.
• 2022: Ruth Davey weaponises the author’s own quote about DARVO, posting public fabrications to incite hatred, and then reporting the author for “bullying” when the behavior is exposed.
• 2024: The pattern of mistaken identity repeats itself, with further tracking and false accusations launched against unverified third parties under the assumption they are the author.
• September 2025: Ruth Davey Watts targets my Facebook account again, causing severe fear, alarm, and distress by signaling that she has been “visiting” my profile and leaving a marker.
• January 2026: The boundary is crossed yet again. A new profile under the handle @RuthDavey9d2z is used to stalk my account, like my posts, and actively farm my followers.

Moving Forward

I have already closed this situation in my own life. I have explained myself more than enough, and I am entirely unavailable to Ruth Davey now, or at any point in the future.

A clear request to stop contact is a legal boundary, not an invitation to find a pedantic workaround. I am publishing this timeline because the public needs to know how easily local councils, regulatory watchdogs, and police forces can be manipulated into breaking data protection laws and failing the very citizens they are paid to protect.

The RPS is not investigating me. Ruth and the group are told many times. But is refusing to accept their decision. And is trying to force an event that is not going to happen and in fact she continued to harass them 2023. I have evidential posts.

Ruth Davey has crossed the line again in January 2026. Deliberately using a new profile to follow me and interact when was previously blocked, told NO and STOP is still stalking. I already closed this situation. I have explained enough and I am not available to Ruth at all nor in the future.
